Several laws were issued by the Democratic Peoples’ Council during the first half of 2025.

The Co-Chair of the Democratic Peoples’ Council within the Democratic Autonomous Administration of the North and East Syria region, Mr. Farid Ati, stated that the Council enacted several laws during the first half of 2025. These include: the General Financial Budget Law; the Budget Law for regulating resources and ensuring the consistent functioning of the Autonomous Administration’s service bodies and institutions; and the Rehabilitation and Reform Practices Law.

Ati added that the Rehabilitation and Reform Law addresses the conditions of detainees and establishes a corrective mechanism aimed at rehabilitation and ensuring their legal and human rights. The Council also passed the Associations Law, which seeks to regulate and activate the work of associations within communes, towns, and cities, recognizing their vital role in community building and promoting civic engagement.

The Democratic Peoples’ Council further discussed the agreement concluded between the General Commander of the Syrian Democratic Forces, Mazloum Abdi, and the prisedent of the Syrian Interim Government, Ahmad Al-Shara. A special session was held to review the terms of the agreement, and a specialized committee was formed to oversee its on-the-ground implementation and ensure compliance with its provisions.

Ati went on to note that preparations are underway to reactivate councils and communes in towns, cities, and regions, in a manner that ensures the smooth functioning of daily operations and the effective delivery of services to citizens. He reaffirmed the Council’s continued commitment to managing the difficult phase the region is undergoing and its dedication to serving the peoples of North and East Syria, upholding the principles of democracy, achieving social justice, and building a strong civil society.
